THELMA BOWIE

For decades, Thelma Bowie has dedicated her career and volunteer service to strengthening Texas City and the surrounding region. Through leadership roles in local government, civic organizations, education, and community initiatives, she has worked to improve public safety, expand opportunity, and support the long-term success of Texas City’s neighborhoods and residents.The following highlights reflect her continued commitment to service, leadership, and responsible stewardship of the community she proudly calls home.

I am running for re-election as Commissioner At-Large because I believe local government should work for the people it serves — not just in words, but in measurable results.

Throughout my service, I have focused on public safety, infrastructure resilience, neighborhood revitalization, and responsible governance. That means advocating for safer roads, investing in flood mitigation, supporting housing programs, and ensuring taxpayers can clearly see how their dollars are being spent.

I have worked collaboratively with city departments, regional partners, and residents to address challenges and move Texas City forward. Whether it’s improving traffic safety, strengthening neighborhoods, or supporting economic growth, my goal has always been the same: to listen, to act, and to deliver results.

Texas City is growing, and growth requires experience, transparency, and steady leadership. I am committed to continuing the work we’ve started and ensuring every neighborhood benefits from progress.

That is why I am running — to remain on duty for the community, and to continue serving Texas City with integrity, accountability, and purpose.

  • Served as Amoco/British Petroleum Analytical and Technology Laboratory, Safety, and Training Coordinator (1995 to 2009)

  • Managed day-to-day laboratory business operations with a budget of $5.33 (1995 to 2009) 

  • Coordinated a highly efficient and cost-effective laboratory operation resulting in “Best in Class for the Solomon Study,” “Best Performance in Cracker Plus Benchmark Study,”  and “Best in Class Safety Awareness” of ALL BP Laboratories (2003)  

  • Determined and implemented Shift Supervisors ’annual performance contract measurements aligning and supporting  refinery business strategies (1995 to 2009)

  • Collaborated with management and the bargaining unit representatives on MOAs and strategies to create laboratory efficiencies and reduce bottlenecks (1995 to 2009)

  • Denton ISD - Congress Junior High School English Teacher (1972 – 1974)
