As Commissioner At-Large, Thelma Bowie has focused on public safety, infrastructure resilience, and neighborhood revitalization. Her work includes flood mitigation projects, roadway and traffic safety improvements, expanded housing initiatives, and active coordination with TxDOT on major transportation projects. She has championed outcome-based budgeting to ensure transparency and accountability, while supporting economic growth and community development throughout Texas City.

PUBLIC SAFETY & COMMUNITY WELL-BEING
  • Public safety begins with prevention, visibility, and smart planning.

  • Co-chaired Spotlight on Safety, improving street lighting and educating residents on reporting outages

  • Installed four-way stop signs to reduce accidents and improve neighborhood safety

  • Advocated for additional street lighting in underserved areas

  • Supported the opening of Fire Station #4 and the Police Substation

  • Helped promote and support initiatives contributing to a reduction in crime citywide

HOUSING & NEIGHBORHOOD REVITALIZATION

Strong neighborhoods are the foundation of a strong city.
 

  • Supported housing rehabilitation and reconstruction

  • Advanced first-time homebuyer programs

  • Served on the Mayor’s Task Force on Homelessness

  • Led and supported Spring and Fall Neighborhood Clean-Ups

  • Oversaw Neighborhood Improvement Services projects, including documented before-and-after cleanups

TRANSPORTATION & REGIONAL ADVOCACY

Effective leadership means working beyond city limits for local results.

 

  • Served as liaison with TxDOT to address unsafe frontage road conditions

  • Communicated critical traffic and safety updates to residents in Lago Mar and Seacrest

  • Helped inform residents on the I-45 Widening Project•Advanced sidewalk and curb improvements connecting neighborhoods

  • Secured planning approval for fully actuated traffic signals to reduce serious accidents
