As Commissioner At-Large, Thelma Bowie has focused on public safety, infrastructure resilience, and neighborhood revitalization. Her work includes flood mitigation projects, roadway and traffic safety improvements, expanded housing initiatives, and active coordination with TxDOT on major transportation projects. She has championed outcome-based budgeting to ensure transparency and accountability, while supporting economic growth and community development throughout Texas City.
